What's Included

  • FCC FRN Registration, your official FCC tracking number
  • Form 499 Filer ID, full registration to legally provide telecom services (requires a DC Registered Agent, mandatory, $150 excluded, billed at cost)
  • RMD Registration, active listing in the Robocall Mitigation Database

What's Billed Separately

Not included in the price above, these go directly to the government body or institution that charges them, never marked up by us.

  • $150 DC Registered Agent fee (mandatory for Form 499, billed at cost)

Why This Matters

Upstream carriers will not accept your traffic unless you're registered in the Robocall Mitigation Database and on file with the FCC. This bundle gets you past that gatekeeping so you can start doing business quickly, you become a registered, FCC-recognized VoIP entity ready to route traffic through major carriers.

What's at risk if this is skipped or delayed: Operating as an unregistered interstate telecom/VoIP provider means the FCC treats your traffic as unauthorized, and providers missing an RMD filing are subject to removal from the FCC's Robocall Mitigation Database, at which point every other carrier is required by FCC rule to stop accepting their traffic outright.

Ongoing Compliance & Recurring Costs

What to expect after setup, this one-time package gets you registered; staying compliant is an ongoing responsibility.

Operating a VoIP business requires ongoing regulatory maintenance. At this level, your ongoing responsibilities are light, most of your recurring cost is the government USF contribution itself, not our fees.

Required Filings

  • FCC Form 499-Q (Quarterly) revenue reporting
  • FCC Form 499-A (Annual) revenue reporting
  • CPNI Certification (Annual)

Estimated Recurring Expenses

  • Regulatory USF (Universal Service Fund) contributions, based on your revenue
  • Professional filing fees only if you choose to have these filings handled for you, no expensive monthly telecom software fees at this tier

Don't want to track this yourself? Our Telecom Compliance & Carrier Onboarding retainer handles all of this for you every month.

What to Expect

What You'll Need

  • Legal company name and Operating Company Number (OCN), if you have one
  • List of states where you currently provide service
  • Prior-year revenue figures (for USF worksheets, if applicable)

Typical Timeline

Initial regulatory intake takes 2-3 business days; most filings are submitted within 5-10 business days depending on the form and package. Recurring deadlines are then tracked automatically once you are on our Telecom Compliance & Carrier Onboarding retainer.

Frequently Asked Questions

These cover the full FCC & Regulatory Filings service - Network Access Bundle is one part of it.

Which companies need FCC registration?

Most providers of interstate telecommunications, including many VoIP operators, are required to register, we'll confirm your obligation during intake.

What's the difference between the two packages?

The Network Access Bundle gets you registered with the FCC and listed in the Robocall Mitigation Database, enough for upstream carriers to accept your traffic. The Fully Authenticated Carrier Bundle adds your own OCN and complete STIR/SHAKEN setup, so you become an independent, fully authenticated carrier instead of relying on an upstream partner to attest your calls.

Do I need the Fully Authenticated Carrier Bundle?

If you want to sign your own traffic with "A-Attestation" (the highest trust level), operate independently, or your upstream partner requires it, yes. If you're just getting started and only need network access, the Network Access Bundle is enough to begin, you can upgrade later.

What happens if I already missed a deadline?

We can help you file late and, where possible, respond to any resulting FCC or carrier notices.

Are the NECA, iconectiv, and Certificate Authority fees included in your price?

No, those are separate annual institutional fees (roughly $500/yr each) billed directly to you by NECA (OCN), iconectiv (STI-PA), and your Certification Authority. We set these up for you and never mark them up.

How do I stay compliant after setup?

Ongoing filings (Form 499-Q/499-A, CPNI, RMD recertification, traceback response) are handled by our separate Telecom Compliance & Carrier Onboarding monthly retainer, most clients on either package add it once their setup is complete.
